In February, 2009 s2a was retained by the North Central Council of the
Michigan Health and Hospitals Association (NCC) to assist in
developing a strategy and associated recommendations from the Health
Information Exchange of Northern Michigan (HIENM) to the State of
Michigan’s Health Information Technology (HIT) Commission.

S2a is currently managing a two year health information exchange
implementation for Continuum of Care Improvement Through Information
New York (CCITI NY), one of 19 projects funded by the State of New
York’s Healthcare Efficiency and Affordability Law (HEAL) 5 and 52
nursing homes. The initiative is designed to improve the transition in
care for patients between acute care and post-acute care facilities by
developing a standardized electronic transfer form and additionally
using decision support for major drug to drug interaction. CCITI NY is
currently working with two RHIOs on this project, the Long Island
Patient Information Exchange (LIPIX) and the New York Clinical
Information Exchange (NYCLIX).
S2a is currently providing consulting services on governance and
financial sustainability to Champlain Valley Physicians Hospital
Medical Center (CVPH) and the North Country Community Health
Information Technology Adoption Collaborative (CHITA). The North
Country CHITA is one of 19 health information exchange projects funded
by the State of New York’s Healthcare Efficiency and Affordability Law
(HEAL) 5, with a specific focus on a pilot implementation of
community-wide interoperable Electronic Health Records (EHRs).

Dewpoint and S2A Support Michigan's Statewide HIE Strategic and
Operational Planning

Lansing, Michigan – January 26, 2010 – Dewpoint, Inc., an IT strategic
consulting and technology integrator for state and local government,
along with Strategic Alliance Advisors (s2a), a national consulting
firm with HIE planning and implementation experience, have been
providing support to the Strategic and Operational Planning for the
statewide Michigan Health Information Network (MiHIN). The DPS team
began work in August on a 5-year, $10M contract to provide HIE
planning and project management services for the design and
implementation of the MiHIN health information exchange
infrastructure. The project builds on the investments and progress
that the State of Michigan and the 9 Michigan Regional Health
Information Organizations (RHIOs) and other stakeholders have achieved
with both HIE planning and implementation over the past several years.

the HIE readiness of our MiHIN Early Adopters and State of Michigan
systems for a statewide HIE infrastructure,” said Beth Nagel, Director
of Health Information Technology for the State of Michigan. “Their
approach and steady consulting support has helped to organize
collaborative planning among stakeholders in Michigan and the State
for strategic decisions to be made that will feed into the development
of Michigan’s Strategic and Operational Plans.”

The team has already completed extensive analyses of potential early
adopter organizations (RHIO, Community HIE, and individual
stakeholder) , State of Michigan systems and other statewide
stakeholders involved with HIE. Simultaneously, the project team has
worked with the State of Michigan to hold a statewide HIE Kkickoff
meeting on November 10th, which brought over 200 stakeholders from
Michigan’s healthcare community together to begin a collaborative
planning process. The Dewpoint/s2a team worked with the State to
support a nomination and voting process to set Work Group membership
which includes representation from organizations across the state.
As a part of the contracted work, Dewpoint and s2a prepared a Request
for Information that the State of Michigan issued to the vendor
community, and then prepared a draft technical architecture design
that is now being reviewed with stakeholders as a part of the
collaborative planning process. Stakeholder Work Groups are actively
meeting and making decisions with the State on key aspects of HIE to
include: determining clinical priorities; developing a technical
architecture; establishing the approach to long term governance and
financial sustainability; developing approaches to privacy and
security; and formulating ways to measure performance.

The Dewpoint/s2a team’s role in assisting Michigan has been along 3
primary tracks: Due diligence; Facilitated Planning with Stakeholders;
and the Development and Management of Michigan’s Strategic and
Operational Plans for submission to the Office of the National
Coordinator for health information technology. Dewpoint and s2a will
work with the State and its stakeholders as the planning process
unfolds to hold vendor collaboration teams which will further advance
detailed requirements and technical standards for the MiHIN
infrastructure. As the implementation begins, the project team will
adjust their activities to form a Project Control Office to assist
with HIE implementation oversight activities. The Project Control
Office will report to the State of Michigan Program Office that is
comprised of leaders from the Michigan Departments of Community Health
and Information Technology.
